I found this "guide on how to vote at 2014 Paeksang Arts Awards" this instruction is quite clear and step-by-step
and must have Android to be able to vote with charge. You can vote 10 times a day. It started last April 28 and will be until May 24th only (Korean time). This site is from Yoon Yeon Sook fans.
