It is not only LDF that counts they have seen together publicly, the charity auction too. I believe that when they saw each other during these times, they greeted but haven't talked as much as they wanted to.

In my POV, LMH saying He haven't seen PSH since Heirs ended, is that he haven't found time to sit with her, talk about life on a happy environment and just just bond together as friends. As much as they want to hang out as friends, they just can't perhaps coz of their busy schedules.

Shinhye is old enough and strong-willed not to be dragged for any purpose. As long as Shinhye haven't been saying anything opposing to LMH statement, this will be spazz worthy to MinShin/MinHye.
